Willard is a city of about 90, and was founded around 1883 when it became a typical railroad town with the additional of Rock Island railroad tracks. In the early 1920’s, the population was over 300 and it was a major cattle shipping point. Many businesses closed in the 1930’s, the railroad became less important, and in 1951, a flood destroyed much of the town and caused the bridge over the Kansas river to collapse.
